Town of Pittsford

The Monroe County Legislature began in 1967. It is the lawmaking body of Monroe County. Each representative has around 25,000 people in his/her district.

How a law is made by the Monroe County Legislature:

• An idea for a law or proposal is submitted by a county legislator or the County Executive. The law is given to the Clerk of the Legislature. It is then referred or given to one of the nine committees of the Legislature. It is then called a referral.
• The referral is then considered for discussion. If accepted for discussion, the committee discusses the proposal. As a result of the discussion of the proposal, the committee may vote on it, refer it to the County Administration, table it or file it.
• If the referral receives a majority of votes in committee, it goes to the full Legislature to be talked about. There it also must be moved and seconded in order to be discussed.
• The referral can be simply voted on. If 15 out of the 29 legislators favor the referral, then it becomes a law of the county. It can also be sent back to committee for more information or tabled to be talked about another time.
