4. If the president vetos the bill
It cannot be a law
It is sent back to the House of Representatives and Senate for another vote
It is a law anyways
5. If two thirds of the House of Representatives and the Senate approve a bill
They can override the president's veto and it becomes a law.
It cannot be a law without the president's approval.
Everyone in the country then votes on the law for it to be approved.
